"Scouting's Journey to Excellence" is the BSA's new council performance recognition program designed to:
(a) encourage and reward success, and
(b) measure the performance of our units, districts, and councils.
It is replacing the Centennial Quality Awards Program as a means of encouraging excellence in providing a quality program at all levels of the BSA.

Late September is time for all Scout Units across the United States to begin tallying their final Scout Unit Score for the 2011 Journey-to-Excellence (JTE). This first year of the Program was initiated after the 2010-2011 Scouting Year was underway. Many of you have been learning about this new program through our Alpine Roundtable presentations, the BSA National JTE Site, packets mailed to Unit Committee Chairs, and through your Unit Commissioners. The Journey to Excellence Program replaces the old Quality Unit and the 2010 Centennial Quality programs.
For additional background, training and suggestions on JTE, please see the links below. It is extremely important for us all to use the JTE Targets in our Unit Planning for 2011-2012 Scouting Year. Most of the measures are Leading Indicators, and they are designed to help provide us with Standards to achieve that are met by good, well run Units. As you measure your progress toward the Targets, these measures provide you early warning of potential problems, and they provide benchmarking with other Units in your Area so that units can help one another to improve. Your Unit Commissioner can help you with that if you'd like - just reach out to them. The bottom line is that JTE is intended to help you to offer a better Program to your Unit's Scouts and Families.

Each Scouting District and Council throughout the United States is now using the Journey to Excellence (JTE) to measure their performance. As with the individual Unit scorecards, the intent of JTE is to build both recognition and performance.
District & Council Scorecards: the JTE Scorecard is the resulting evluation or "grade" of how the Scout Unit, District, or Council is doing with the JTE Performance & Recognition Program. The primary focus of JTE is at the Unit Level, and the Units have their own measures and Scorecards custom tailored to their specific Unit Type (Pack, Troop, Team, Crew or Ship). However, the results of all our Alpine Scout Units are rolled-up to the District level, and the performance of all Districts is rolled-up to the Chief Seattle Council level. Therefore, what how our Scout Units perform is absolutely key to the success of not only the Unit, but also it's District and Council. In other words, Scout Unit performance has an impact at three (3) different "local" levels:
- Unit - JTE measures provide good indicators for your Unit Leaders, Unit Commissioner, and Chartered Organization so that you can adjust your Program to better suit your Scouts & Families.
- District - some Unit JTE Measures roll-up to the District Scorecard and allow the District to assess it's performance in offering the Scouting program. Some additional, District-specific measures are added to the District Scorecard.
- Council - as with the District Scorecard, the Council is also measured based in part by Unit-level performance. Some additional, Council-specific measures are added to the Council Scorecard.
