The Orca District Advancement Committee is responsible for implementing and facilitating advancement and processing most special awards and recognitions. Commonly-needed forms used in the advancement process may be downloaded using the links below.
 Forms for Merit Badge Counselor Registration: Note: Both forms below should be submitted directly to the Bremerton Service Center (Scout Shop), NOT via a Troop, Team, or Crew. NO Unit signatures are needed, only the applicant's, as this is a District position, not a Unit position. BSA Adult Application - This application must be submitted in order to become a registered Merit Badge Counselor, even if already registered in another BSA position. - Indicate Position Code "42" (Merit Badge Counselor) in the spaces provided, and sign the form, in two places. There is no fee for this position. - Only the Disclosure page and the "Local Council Copy" page need to be submitted. Orca District Merit Badge Counselor Application - This application must be submitted to indicate the specific Merit Badges for which a registered individual wishes to serve as a Counselor. - Be sure to include the work, hobby, or formal training qualifications that enable service as a Counselor for each Merit Badge selected. Forms Related to Eagle Scout Advancement: Eagle Scout Service Project Workbook - This is a fillable pdf version of the required Eagle Scout Service Project Workbook (a significant revision for use starting in 2012).
Eagle Scout Letter of Recommendation Form - This form should be provided to individuals who will provide letters of recommendation for Eagle Scout candidates (Eagle Scout rank advancement requirement 2). - Scouts should provide each individual a pre-stamped envelope, pre-addressed to:
