According to the Bryan on Scouting article Eagle Scout Class of 2018: The numbers behind the numbers Eagle Scout Fact Sheet 6.49 percent of all Scouts attained the rank of Eagle in 2018. About 2.54 million Scouts achieved the rank of Eagle between 1912 and 2018.
